Moving to canada to wait for immigration papers

Hi!

I've applied to sponsor my british husband and my application was accepted. We are now waiting for is permanent residency papers to come through, but we were hoping to leave by the end of October. We've had another set back with the application regarding his Hong Kong police check. We need to re-do the fingerprints and re-send it to Hong Kong. Does anyone know if we can move to Canada and wait over there for his papers to come through? I'm assuming he won't be able to work, but if anyone has any input that would be much appreciated.

I believe he is able to come into Canada on a duel intent basis, but will have to send his passport off when they request it for his Landed Visa and then leave the country in order to complete the process. (I was told by CIC that it is possible to just go over the border to Buffalo and land there). Hopefully they won't ask him to attend an interview in the country of application.

My sister was already in Canada when our families immigration came through. The rest of us were still in South Africa and did the normal, "arrive through airport to land" thing.

For my sister, we rode down to Niagra. She went across to the American side and got denied entry so that she could re-enter Canada and land. The American side seem pretty accustomed to it. Just told them she was there for a "flagpole". They took her aside to take down her details and "question" her intent then escorted her back to Canada.
