??? Me and my husband want to immigrate to Canada but we are not sure if we are eligible... We understand you need a job offer to be able to apply as a Federal Skilled Worker, but we don't know how to apply for jobs without the right documents to work (work permit). We both have university degrees, over 10 years of work experience, are 27 and 35 years old and are fluent in English. Surely we should qualify to apply without a valid job offer just yet. Please help! Many thanks...

In the past, Canada allowed people to immigrate without a valid job offer and what happened was that loads of people couldn't find jobs except driving taxis and deliveries pizza's and then they were unhappy so immigration changed the system.

Now you must either have a valid job offer or if your occupation is one of a chosen few, see http://www.cic.gc.ca/english/department/media/backgrounders/2013/2013-04-18.asp there is a small number of people who are allowed to apply without a job offer.

In order to get a job offer, you need to apply for jobs. You may get a lot of rejections as soon as you say that you need a permit but you will not get an offer if you don't try.

You have two options, either get the employer to apply for a labour market opinion (LMO) and if he gets it, you apply for a work permit to come work for him and think about your immigration later or you get the employer to apply for an arranged employment offer (AEO) which you can use to apply for your immigration. The employer may like it better to apply for the LMO because you will get arrive sooner and you will be stuck working for them for a while. If the employer gets you an AEO, even though it is actually easier for him to get, he will have to wait a long time for you to get your immigration and he has no guarantee that you will come and work for him when you get it.

If one of you is on a work permit and it is a skilled job that you are doing, the other spouse can apply for an open work permit based on that which allows them to work for any employer.

Do they live in Manitoba and are you willing to establish yourselves in Manitoba? If so, you might qualify for Manitoba PNP:

Maybe your friends can help you find a job.

Leon, hasn't the AEO option been eliminated? I think all skilled workers must now have an LMO from their employer before getting a work permit.

Are you moving or visiting Canada? Why Canada for medical treatment?

Also just clarifying but you will be expected to pay for medical treatment because it seems like you Don't have status in Canada and are just a visitor.
