While submitting application for CSQ , you sign a form indicating your intent to stay in Quebec after your CSQ is approved.
While submitting application for Federal PR you again sign a form indicating your intention to stay in Quebec after PR is approved.
Once you "land" in Quebec and you have PR card in hand , you can move to other provinces but 3-4 years later your Citizenship application "might" get rejected for not settling down in Quebec. So far we have not heard of any case of rejection due to this issue but you never know if Canadian government decides to raise a law to restrict such movements.
If you want to be on safe side, move to other provinces after you become Citizen of Canada.
