If I start the process of Spousal sponsorship and permanent residence for my wife and we both live in the US, so it's outland, can we both move to Canada before the application is approved?

No you can't 'Move' her to Canada. She can visit. But not move. If you want to live in Canada with her during the process you'd have to submit an inland application.
