Mother's Visitor Visa Rejected but Father's Visitor Visa approved

I'm in Canada on a Work Permit and was undergoing a knee surgery in Toronto and had applied for my parent's visitor visa so that they could visit me and stay with me while I recover. My had been a working NRI, recently retired and back home in India for good while my mother is a housewife. I created separate GC Key accounts for both my mother and father and applied for the visitor visa with basically all the same information - common letter of invitation, letter for financial support for both from my end and on family information form I said that that parents would be travelling together. My father's visitor visa was approved in this application however my mother's was rejected with the comments - (1) financial assets (2) Family ties

Within a month, I reapplied for my mother's visitor visa showing a agricultural land in her name (worth $250,000), bank statements (approx. $11,000) and my bank statement in Canada ($9,000) along with my employment letter, and stated the same purpose of visit and same duration as before (1 month). I also added a letter from my mother stating explicitly that she would be returning home to India after a month. This time her visa was rejected with the comment - The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.

Cant understand why they're refusing the visa. I want to re-apply for my mother's visa but want to make sure that its not rejected again. Is there like a rule against reapplying soon? What am I missing here ?

PS - I ordered the GCMS notes, on the first refusal and it had absolutely no new information from the refusal letter. It just repeated the things written in the refusal letter. Still waiting for the GCMS notes on the second refusal.

Commenting on this from IRCC’s perspective - What are her family ties to India? Was $11k the total of their bank statements. Your job and bank accounts do not have to be considered by IRCC. So if your father was approved then it may be because $11k is enough for one person and your mother is a tie to return.

If she is a housewife, then what are her reasons to return. Are the agriculture lands farmed? If so show that she must return to tend them. Did the letter say you would take care of expenses?

How long is your work permit for?

She can apply again but suggest to wait for GCMS notes and wait for at least 6 months. 3 quick applications may show desperation to come to Canada.

What will both do versus what one can accomplish?
I didnt answer that question in the application. I applied for both their visas so that they could travel as per their convenience

1. Family tie are spouse and children under 22. So if your brother is under 22, then focus on that.
2. Properties are not assets but not cash.
3. That is an issue. Saying you will cover expenses weakens ties and doesn’t give reason for return. So did they only show $11k for both parents. That is enough for one parent.

Again your father may have been approved based on the $11k enough for one person after airfare, and ties to return (your mother).

For point #3 - I had attached the Round Trip tickets for both my parents, mother & father when I applying for the first time + $11,000 in funds. In the second application (only for my mother) I showed $11,000 in funds without the airfare tickets.

Not sure what the GCMS notes would say, but do you think sending a webform for reconsideration would be of any help?

You can try for reconsideration but there are no timelines. The purpose of reconsideration is to bring up an error in the law and not include new documentation. If providing new documentation, then reapply. But that is my opinion. IRCC asks that you not buy tickets in advance and show a flight itinerary.
