Agreed - forget about the MP. MPs cannot overturn or change decisions and you'll be wasting your time.

Only a lawyer can assist you now. Find a good immigration lawyer if you insist on fighting this.

Go ahead and fight - but you need to also make plans for how you will re-establish your mother in law in her home country. There is a high probability now that she will in fact have to leave and will then be unable to return to Canada for quite some time. It is in your best interest (and her's) to plan how you will handle this situation even if you're not ready to give up the fight to have her stay in Canada.

I find it rather generous of them to offer to send a "medical companion" with her, presumably at Canada's expense.
The cynic in me is thinking that they wish to leave no room for a further H&C appeal.

The issue I see with this statement is that this argument will not hold. You are seeking PR for her. Once she has it, she will (eventually) qualify for health care. She can't be a PR but not qualify for it. Are you telling me that even if she qualifies, you would decide to decline it and pay out of pocket instead? It is doubtful and CIC will think so too. I don't know how you will argue this. You will need a better argument.

I agree with you. There's no way this is going to fly. This is why I keep encouraging the OP to make plans for his mother in law's return to her home country. I think it's going to happen sooner rather than later. It's going to be rough either way - but much rougher if nothing has been done to plan/prepare.

I believe in OP's case, best route is to request compassionate grounds for extended visa with proof of medical insurance. They can then decide/prepare on how to settle her back home

I don't believe that any insurance company would touch this, as a new case, with a 20-foot barge pole.
If you look back at the previous posts, medical insurance has already seen it's day...

So true. I remember when I purchased insurance for my wife during the 3 months wait for OHIP. There was a list of pre-existing ailments they will not cover you for. Some of the ailments were minor. Basically most plans want you healthy before covering you. Considering the ailment that the OP's mother-in-law has, no way any insurance plan would cover this.

There are so many ethnic insurances companies in ON which would sell health insurance ( it's a different story when it will come to claims ) but user can get the paperwork rolling but regardless of that - if any emergency arises, it's upto the family to pay upfront anyways as OHIP won't cover anyway
In addition, haven't there been cases where CIC has accepted medically inadmissible applicants where the sponsor has agreed to pay for the bills

Yes - there have been a handful. However the situation here is very different. This isn't a situation where PR has been refused for someone sponsored as a family member (i.e. the individual would have been approved for PR if they weren't medically inadmissible and only their health held them back from being granted PR). This is a situation where someone has been refused refugee status and also twice (?) refused for H&C. There are a number of barriers to overcome here. Right now the least of those is medical inadmissibility IMHO.

I'd like to read up on that, u know any cases - I wonder how does it work? is it simply a promise of health card has some restrictions on it

As for this user, very tough case - and they have smartly offered medical companion

I'm surprised also. I would think a case where a PR is denied access to health care would be considered violation of their rights somehow.
