Mortgage brokers are those who are professionally qualified or may not and many are licensed by the officials in the concerned province within which they work. They must maintain a high level of professionalism and keep up with all of the offerings and developments within the industry.
Mortgage brokers should have an established place of business. They have chosen mortgage brokerage as their career and demonstrate their long-term commitment to the industry. In this regard, they are no different than insurance brokers.

Is that mean mortgage broker pretty much same as mortgage specialist in the banks. Are they reliable?

A broker/agent will give you the rate from all available mortgage lenders (banks, financial institution etc.) whereas a specialist will only talk in favor of the bank s/he works for.

PS: I've recently worked with a BMO mortgage specialist. I can't say that I liked it.

yes offcourse mortgage brokers are reliable and brokers & specialist they both are same.

I have worked with banks and lending centers and I can most certainly inform you that banks will sell you credit card and credit lines that you have to pay interest through the nose but with most lending centers that most realtors might recommend, they will research the best rates and work with you on the monthly payment plus the downpayment that you can afford.
