my AOR is Nov 11th, 2018. FSW-O, Residence - US, Citizenship - Russia

Just received GCMS notes on my file.

It was transferred to Montreal VO on Januraty 24th, 2019 because of the workload redistribution.

Eligibility: Not Started
Criminality: In Process
Security: Not Started

It's been more than 4 months for me and the fact that practically nothing has started is frustrating.
It is frustrating. I received my GCMS notes yesterday as well and for me nothing started except medical passed. My AOR is Oct 12 and file transfer date was Dec 20, 2018. Cansha mentioned they start looking at the files after 1-2 months of transfer but even this is getting delayed. We need to hang in there..

I was told my eligibility is ongoing... "The responsible office is currently verifying if your application meets the eligibility requirements under the immigration program for which you have applied"
This was when my application was in Sydney, Nova Scotia.
Now that they have transferred it to Montreal, don't know what its all about. Maybe redistribution, maybe review required (maybe they send every RR application to Montreal or something... Just speculating.)
 
Do all Indian citizens applying from the US transfer to Montreal once in the entire processing cycle?

I would agree with this. A CIC agent specifically said to me (a few months ago) that mine was transferred due to workload sharing. [Unless, of course, one has reasons to believe agents would say that to avoid further inquiry about the application.]
