I have similar notes though my file is at CPC-Ottawa. Program assistant at CIO wrote on 3rd July review required for stat question (UK student visa refusal) and criminality recommendation: review required, then on 18th July Case Analyst at CPC-Ottawa probably reviewed it because he put his recommendation as "Recommend Passed". Also in page two under Assessment it says Eligibility: Recommended Pass.
I don't think IRCC has different policies for different visa offices. I am sure your file also will be processed as normal as it happens in Ottawa. Hang in there, by October most of us should be cleared. Good Luck!
that's where i am little bit confused, notes sections say criminality review required but in assessment area they kept criminality : not started and eligibility : review required , instead it should be criminality : review required and eligibility : recommenced pass (since everything was OK) .

@roversam Thanks for sharing. We have quite a few friends here with AOR from last week of April. This definitely is a good case to know.
 
As suspected pretty much everyone at Montreal visa office has been tagged with review required. Definitely not one of those quick 60 to 90 day ppr office.

Not really true for everyone. Yes we had two candidates with GCMS notes tagged for review for US visa rejection. But there are many other from April who had no such thing (Review Required) in their file.

Right one or two might not, but the majority of cases I've read on this thread are under review.

The PPR letter has something called Annex A.
In that Annex A, it said "PO: Montreal Immigration" and was highlighted in yellow
I sent my passport to Ottawa though
 
what kind of impact does previous visa rejection will have on application ?

i had h1B denial once , mentioned it in application , now the application (eligibility ) went into review required due to this.

i hear this stories that once eligibility is flagged "review required" then their is no guarantee of 6 month time line , it could go will beyond that , i hope that is not the case.

apart from this " Statutory Question" reviewed required , everything looks good with eligibility A11.2 met , R10 : ok , Funds : Met , experience : met .

also in notes analyst mentioned "CRIMINALITY :CIO RECOMMEND REVIEW REQUIRED FOR STATUTORY QUESTION" , but i don't why they kept my eligibility in "review required" if it was categorized as "criminality"
You did not have visa refusal. your petition was denied. It is common saying that the Visa was denied, but actually your petition for H1 visa was denied not visa.
