Mom's TRV rejected

I applied for my mom's visa and it was rejected 3 days ago with the following reason:
"The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application."

I will be ordering the GCMS notes, but I don't know if they will help.

I attached property papers and bank records. She also has a US visa and came for my graduation a few years ago. I did however mention the reason to come to Canada as visiting a child. Was that the inconsistency? Does IRCC expect tourism when talking about TRV and visiting a child with a Super Visa?

I know everyone receives this generic rejection but how is one supposed to correct the application if everything seems right from my point of view. :(

Beyond ordering the GCMS notes is there anything I can do from my side?

The IRCC is rejecting a lot of visas for no solid reason. Looks like they are just pleasing the politicians by rejecting genuine applications.

How long was the visit requested? What is her citizenship and does she live in her home country? How much liquid funds did she show? How long had you been in Canada before she applied for TRV?

I filled the application on her behalf. So I requested a 2-3 week visit.
She is Indian and she has always lived there except for some overseas travel (to USA and Hong Kong) in the last ten years.
She showed at least CAD$15,000 for her trip and I mentioned that she would be taking care of all the expenses, but would be staying with my husband and me.
I have been in Canada for the last 18 months with 12 months of it as a PR.

She lives with my father and younger brother but nowhere in the application did I stress that she has to go back to them. I'm assuming that was a red flag?

You need to show family tie at home country (likely for spouse remaining in India). Other than that, may be look into applying for supervisa if you meet LMIO.

Remember to declare her visa refusal when you apply for the next visa (TRV or supervisa)

What would constitute as showing stronger family ties? Do I just mention that in the invitation letter?

Both my maternal grandparents have passed away so that's also not something in our favour.

Unfortunately I don't have a job, so my husband would have to be the host. Is that okay?

Yes! I will definitely keep that in mind. My in-laws already made the mistake of not mentioning it unfortunately.

Only spouse and children (not sure under 18 or 22 now for IRCC consideration) are family tie. So having living parents do not count anyway.
The LICO is family income (so your husband can co-sign if you have no income) and if you have children then you need to count them for the number of family for LICO calculation.

The agent they hired neglected to mention that their visa application was rejected once before. He made a lot of mistakes and their application was rejected a second time.

OMG that's misrepresentation. And they are lucky that they didn't get a 5 year ban and just a rejection.
