Proving your relationship is important when you are SPONSORING a close relative or using their status in Canada for adaptability points for your own immigration application. For a TRV the most important thing is NOT to prove your strong ties to Canada, but your OVERWHELMING TIES TO HOME COUNTRY to convince the VO that you will leave before the visa expires. Hope this helps.

Thinks Pippin for your reply , but from your experience you don't think at least this relationship document will support the inviation letter and give more power?or VO will not even consider for this relationship document.?
thanks

The stronger the attachment your brother has to Canada, the more work he is going to have to do to prove he will return home. While you can write letters and promise that your brother will not overstay in Canada, it is all about HIM in the end. Does he have a good job that he will return to. Does he have ownership of property, a family, bank funds?
