missing police certificate

I have submitted my police clearance which I asked for from my country delegation in Canada. and the police certificate was issued from the delegation and not from my home country.
however, to make the story short, I applied for GCMS notes and discovered that the officer didn't think I submitted the right police certificate. I didn't get any communication from immigration that I should submit a new one, and my application was referred for a second review as per GCMS. I already applied for a new police certificate from my home country, I am waiting to receive it and I will send it once I get it.

my question or concern is that the second officer would review my application before I get to send the police certificate. what do you guys think? will he ask me to send the police clearance and give me a deadline or could he possibly reject my application without communicating with me first. I am racing time and hoping I will get the police certificate before they do the second review on my application.

They will either accept it depending on guidelines (BTW - what country is in question) or request the correct PCC.

Palestine. I requested the police clearance I sent along with the application from the Palestinian delegation.

yeah well the first officer who reviewed my application said it should be originated and signed by the ministry in palestine and not from the delegation. Anyways, the second officer might or might not think the same about it, but I was just worried if the second officer believed the same he/she would reject the whole application without giving me a deadline to submit a new one. How could you be sure they would ask me first, do you know of anyone in the same situation?

Because one need not send PCCs with original application and they state not to send additional info "UNTIL REQUESTED"
