Missing NOC code in the CIC status webpage

Few NOC code like "2175 - Web designers and developers" etc are missing at http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp page.
Is it means that the NOC code that are not listed in the http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp page are reached the 1000 cap limit?

or Can I still apply for the same?
Please advice.

Can you please tell me, under which NOC category we need to apply for web designer and developer.
