Dears,
I landed last july 2012 with my wife and my kid, we spent 3 weeks then left due to business commitments in kuwait. When i applied for PR cards at the airport i told the officer that i'll stay for only 3 weeks so please send the PR cards to one of my relatives and he had no problems then.
4 weeks ago my friend told me that the cards of mine and my wife have been arrived but my kid's hasn't
So what do you think? What shall i expect? Am outside canada now and planning to settle within one year or more, and unfortunately i can't call them from outside canada

Just wait and see if your kids PR card shows up. It is only 2 months since you landed so it still might. If it doesn't, if your kid is with a passport that is visa exempt to Canada, you just enter on the landing papers. If not, you need to apply for a travel document for your kid at a Canadian embassy before you can return.

Once you are in Canada again, you would notify immigration that the PR card for your kid never arrived and you would have to fill out a form, get new pictures and you can apply for another card. However, because it will be more than 6 months since your landing, you would have to pay $50.

But does it mean that if we didn't receive my kid's card, we can re enter canada after one year for example?
 
Yes, like I said in my reply, if you do not get the PR card for your kid, if your kid has a visa exempt passport, you can enter with the passport and landing documents. If he does not have a visa exempt passport, you need to apply for a travel document at a Canadian embassy.
