one friend thought he is cheating the system and so on.......
The truth is , when he was here for test, case officer knew that he was away and just landed again for the test while he was examining his passports.

Did your friend tell the officer than he was LIVING in Saudi Arabia (not just visiting or travelling)?
Did your friend tell CIC officer than the Canadian address he has in his file belongs to a friend and not to him?

If you don't answer yes to both question, yes, your friend is CHEATING the system and that would be a fact, not an opinion or a judgement.
