It's perfectly normal for CIC to verify employment as part of a visitor visa application. People will sometimes lie about having a job to create fake ties to their home country and increase their chances of a TRV approval. So CIC does spot checks to verify employment. Nothing unusual about what CIC has done.

how about for the PR application? do they call the employer? how can they check if we put the legit employment experience in the form?

They don't put as much emphasis on employment for spousal sponsorship, you can sponsor and be unemployed. The reason they check up on visitor visa applicants is because that is used to determine if the applicant has ties to their home country. They take lying on visitor visa applications very seriously and those caught misrepresenting are hit with a 5 year ban.

They can't check a lot of what the applicant puts for occupation detail on the forms as I don't recall they even ask for phone numbers, but they could check up on the sponsor. However, do they require the sponsor to provide a letter from their employer, I'm assuming so they don't have to concern themselves as much about that detail.

oh. I thought they are also strict in looking for employment thingy for PR application. Thanks aqua!

For family class PR applications, the emphasis is pretty low on jobs, because it's not really a factor in the approval process. I can imagine CIC checking more for the economic classes where work experience is a key factor in getting points/approval.
