How long a visit did your mother in law request? Does she have any past travel to countries requiring visas? What proof of ties to her home country did she show? How much in fund did she show to support her trip?

A six month visit is too long given she has no travel history. I would recommend you apply for 2-3 weeks instead. This time she needs to provide evidence of ties to her home country.

Again if I apply for 2-3 weeks, then there will be no questions from embassy that why you changed your mind?

Do we need to wait for one month after rejection or we can apply with in week or do we have any cooling period

I am in the same situation too. My mom's application is rejected for the following factors, although we applied for a stay of only a month:

1. Travel history
2. Family ties in Canada and in country of residence
3. Personal assets and financial status.

My questions for the above factors:
1. She has no travel history. What do we need to submit?
2. We already provided our details and the relationships back home. Not sure what additional information is required.
3. What personal assets (or financial status) should be given as proof? She doesn't own a house or anything. Not working. Increasing the bank balance?

Looking for some advice. Your help is very much appreciated !
