Minor's Citizenship application returned

Hello All Experts,

My minor daughters' applications have been marked as incomplete and returned saying that
I have sent application form under subsection 5(1) instead of form under subsection 5(2) which is correct, that was my mistake.

But there is also a sticker on the same page mentioning the below.
The photocopies of the child's identity documents are missing or are illegible.
See section "Step 1 Gather Documents" in the instruction guide.

You have not submitted two identification documents for the child.


I am not really sure what is the exact problem, is it possible to call and find out?
I had submitted the below documents as per checklist.
1. application 2. Landing record 3. PR card both sides 4. passport biographical pages 5. two pieces of identification 6. two citizenship photos 7. birth certificate 8. fees

I did not put separate identification pieces as per point 5 because the passport copies and PR card copies were already present as per point 3 and 4.
Could that have been a problem?
Please advise.

Your child actually just need one piece of ID if she has a passport. And if you sent them a copy of her PR card, that's a piece of ID... So I don't know what the problem is. Did you send them two EXTRA pieces of ID for her, in addition to the passport and PR card? What are those ID's?

I thought this was an easy question...
I was hoping someone could shed some light on this :).
I sent for my kids id - health card copy and passport first and last page copy. Two times passport copy first according to document list and second for id proof. I hope this help.

i dont know why there was an issue with the id, you seem to have done the right thing. in fact, you sent 3 pieces of id - assuming your health card is a photo id.

That puzzles me as well :(
But I think they did not have the correct sticker for the actual problem so may be, they just put this sticker, I don't know.
The actual problem being, I sent form for subsection 5(1) instead of subsection 5(2). Initially I filled in 5(2) correctly, but that was non printable, so in search of printable form I just took the form 5(1) without realizing that it is a different form.

I WANT TO KNOW IS YOUR APPLICATION WAS SENT ALTOGETHER WITH YOUR CHILD . and they only returned your child application

as i my case i have similar error i only send pr card , two passport copies one issued in my country and second issued in toronto and i also forgot to add minor checklist . i keep my finger cross if they at-least accept my and my wife application . please reply it will help me

I am applying for my child's citizenship under 5(2) as I have already got my citizenship,
I have a question regarding question 8,
Do I have to enter details only for me or for my wife as well ( she is PR not citizen)..please guide me with your experiance. Thanks

What are the two documents you attached for Personal identification of the child?

It is better to provide two copies of passport bio pages. Though we might think why attach two copies of the same document, we don't know how exactly they manage these documents. So instead of thinking too much just attach two copies of the passport bio pages (one for Personal ID and one for Passport Bio page).

Yes, one more Id is required. PR card is not considered. You can add one of these: health card, school card (report card), immunisation card, photo ID card.

Application for Canadian citizenship – Minors (under 18 years of age) applying under subsection 5(1) – (CIT 0403)
This form and guide is for Permanent Residents, under 18 years of age, who do not have a Canadian parent or are not applying with their parent or legal guardian and wish to apply to become Canadian citizens on their own.

Photocopy of two (2) pieces of identification, one which must have a photo. Examples include:
  • a copy of the biographical page of the minor’s passport or travel document can be used as one (1) piece of identification;
  • permanent resident card (PR card);
    • A PR card may only be used as personal identification if your second piece of personal identification was issued by the Canadian government.
  • identity card issued by a provincial/territorial/federal government;
  • social services card;
  • a Canadian driver’s licence;
  • a Canadian health insurance card;
  • school identification card;
  • non-government issued identification;
  • foreign identity documents.
For a minor under school age, examples of identification you can submit include:
  • a passport page containing the minor’s photo and personal details,
  • a hospital or immunization record.
The following documents are not acceptable as pieces of identification:
  • Social Insurance Number (SIN) card;
  • Bank cards;
  • Credit cards.
