Hi there,

I'm posting in behalf of my friend.

My friend's daughter (now 16 y/o) did not land with them when they migrated to Canada 2 years ago. The IO told them to surrender the papers of their daughter. Now their daughter wants to come to Canada to join them for good. My friend needs help on what course of action to take. What are their options? Appeal or petition? Let us know.

If I understand correctly, the daughter was included in the first app but ended up not landing as a PR.

If so, then the parents will need to sponsor her. http://www.cic.gc.ca/english/immigrate/sponsor/

If a COPR was issued for her and she did not "land" before it expired, she will have to be sponsored all over again from the very beginning. There is nothing to appeal or petition for.
 
They should hurry and submit the application while she is under 19. Once she turns 19, she is no longer a dependent.
 
Yes his daughter was included in the first application but didn't land here in Canada. I will inform my friend. Thank you for all your input.
