Minor Child Study Permit

A grade 3 student from germany wants to come to Canada to study accompanied by her father who has an open work permit, but her mom is already in Canada on study permit and work permit does her daughter need a study permit?cic website is confusing some places they say minors do not need study permit and some places I read that if a minor is coming from outside Canada they must apply for study permit.

Hello, I am in the same boat now as you were. Can you help me? How could you take your child with you? Have you filled up the custodian forms? what have you filled in address and place of study
