I am a mother currently in Canada with a visitor permit, accompanying my 10 year old daughter with a study permit, and a 5 year old son with a visitor permit. Our permits are valid until March 31, 2019.
My son will be attending kindergarten in September this year, and it was my understanding that he should be able to attend school with his current visitor permit. However the school district specifically asked that he obtains a valid study permit before school starts, even though the CIC website shows that minor children attending kindergarten are NOT required to have a study permit per below information.

And It was my understanding that minor children are able to apply for study permit within Canada, based on the information on the CIC website. (https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/apply.html) So I went ahead and submitted an online application for study permit for my son, only to receive a refusal letter today stating that he is not eligible to apply for study permit from within Canada. The letter says "An application of this type must be made at a Canadian Visa office in another country."
What should we do in this case? Is there any way for us to submit an application online? Or do we need to submit the application to Los Angeles VAC? ALSO why was the application refused when he is a minor student attending primary school (which includes kindergarten according to the school district)? What is the correct way to proceed from here? Please advise!
