I meant about the parent. If the Parent got Canadian Citizenship by Naturalization , what option did you provide? If parent has an account for downloading e-certificate, you can use it to download the minor as well. If the parent doesn't have an account, wait for IRCC to send instructions to download the minor's certificate.
Ah I see. No, we (parent) got citizenship when it was still paper format. I think almost 20-30 years ago. So no account for parent on that particular site.

Dear all, I have an update for the 5(2) - non-concurrent ( Minor with a Canadian parent application). I applied for my child after acquiring my citizenship under 5(2).

Timeline and comments:
  • 4th Aug 2023- Application filed ( Minor 5(2)- non concurrent - Online application with e-certificate)
  • 12th Sep 2023- AoR - 2 days after was able to link the application in the status portal. Everything except Oath and Test: in progress. (note: the applicant is a minor, so not required)
  • Sep 2023- April 2024- Complete Silence in between requested a couple of GCMS notes, and there was no progress.
  • 4th April 2024 ( 8 months after filing) - received an email from " Client Information" with "Subject: Destruction of PR card "
" Please be advised that we have finalized your grant application, and an eCertificate will be issued to you.
Upon receiving your Citizenship Certificate, you must destroy your permanent resident (PR) card by cutting it in half. Destroy your card even if it is expired or damaged to protect the privacy and security of your personal information."

comments:
  • No status change in the application Portal
  • No e-certificate download instruction email
  • Application processed completely at CPC Sydney ( Niagara Falls Secondary office)
I made a trial to download the certificate using my IRCC account, and it worked. So, in summary, I received the email above and, on the same day, was able to download the e-certificate from my (parents' ) IRCC account.

I hope this will help non-concurrent minor applicants. Thank you

Thanks for the detailed info. Did IRCC schedule an interview for the minor? I wonder if we have to stay in Canada during the citizenship application for 2 yrs old my son, who has a Canadian parent.

Hope this helps other people, as this thread was very useful for me
  • 2024 Jul: Citizenship Application filed from outside Canada, minor (and family) not in Canada. We had landed in Oct 2023 and left back for home country, got PR card delivered via mail to a friend's house. Waited 9 months before applying for the citizenship because of pure laziness, and in the back of my mind I had an idea that the delay would help show that we're not desperate (shrug!). Used Minor 5(2) online application which was a breeze. Used foreign passport and foreign government issued ID for the 2 pieces of ID (as minor had no Canadian ID whatsoever). Received Acknowledgment of Receipt in 2 weeks.
  • 2025 Jan: Received email saying to cut PR card and email back a photo of the cut card. Also the email said that since chid is under 14 he would not need to attend the virtual oath ceremony (this seems to imply that if the child was above 14 and outside Canada, then the oath ceremony would be virtual). I waited for a week as based on this thread I was hoping I would get the certificate anyway, but I didn't so then I gave up and replied as per their instructions.
  • 2025 Jan: Within 1 week of my reply, I got the email with full instructions on how to login and download the citizenship certificate. Badabing badaboom, all done.
In short, we applied for the minor's PR, landed in Canada, went back home, applied, and got the citizenship. Minor was not in Canada for more than 72 hours! An involved process, just too much paperwork. Hopefully the new law fixes this ridiculousness.
