Here is exact answer for EE profile.
1. language tests for your spouse or common law are optional
2. If you decide to do them, then only 1 language will be counted into your score (whichever he or she knows better).
3. It has no sense to do language test if your partner will score below CBL 5 (even if just in one skill).
4. Whatever score on or above CBL 5 will give you 5 points for the first 67 points requirement
5. The better score from skills the more points will it give you in CRS like. (the max on points is if not mistaken 4x CBL 9 or 10).
So if you calculate and you have enough points to hit the first requirement (67 points ) and also to have points for ITA and you are confident (for example PNP nominee), you do not need to bother with that part.
Most people do bother, as they get lost points back (why because as single you are getting in some areas more points than as in partnership).
Also practically, it might be usable in Canada later on (but then again you can pass CELPIP once there).
