U'd not find a definitive answer to your query in any official site [incl CIC]. However, the question of IELTS scoring is 'implied' everywhere -- It is u & only u, who has to demonstrate his/her language skills to be 'eligible' for PR processing.
Said that, it has been observed [vide experience & thru the various forums] that a min of
6 in every level/band is much desired to make-it thru the processing with ease. And an overall of
6.5 is our safest bet.
As
Zulkfal rightly opined, there have been many cases [over the forums] who have been denied PR for want of a definitive/higher IELTS score - though they had made-it over 67.
Furthermore, the issue/opportunity of "Written Submission in lieu of IELTS/CELPIP" has been dispensed with since 26/6. And now, as many members correctly opined before, it is a mandatory requirement.
