can I migrate to Canada with study permit, for work purpose. i plan to not to continue with study but work full time is that possible?

1. Pretty good way to get removed from Canada.
2. If you don't attend school, your Study permit is invalid after 90 days.
3. To work, you have to find an employer will to advertise the position, prove to ESDC that there are no Canadians/PR qualified for the position, that you are qualified, when they apply for a LMIA (3-4 months processing) before you could apply for a work permit. So your Study permit by this time would be invalid.
 
You have to stop working 20 hours/week as soon as you stop studying.

instructors do not take attendance.
 
Do instructors know who is a international student from who is not?..i heard of cases where students never attend class and just get homework from classmates and hand it in. And do pass

Correct. If you work illegally, there will be no future for you in Canada. You'll end up here without status and with no way to fix that or become a PR. If you want a future here, follow the rules.

As for attending classes, many international students find the programs here to be much more difficult than they anticipated. You should assume you will have to attend classes in order to pass your courses and be able to graduate and qualify for a work permit after you finish your studies.

I recently gained admission to Concordia university for a Jan 2019 program. Unfortunately i have deferred my admission to Fall 2019(beginning September) due to delayed travel process (especially Caq which im still waiting for). Hopefully, if my study permit is approved in January, can i go in February to settle in??
My point is that "is it possible for me to be denied entry to Canada bcos February is too early??"
Or
Must i wait until few months to resumption before leaving for Canada??
I really need help on this asap.

Yes you can be refused admission. If you begin classes in Sept 2019 you should plan t arrive in August 2019. If you arrive slightly earlier you will have to explain why and show proof that you have the extra funds to support yourself without working.

All colleges and universities do keep track of their students. But the most likely way is how they do in mid term exams and finals. Obviously the students attending the classes will do well unlike those who do not attend at all.

If you do that, you will definitely get deported from Canada. And any future travels to Canada is will result in refusals and denied entries.

Doesnt the place of employment have to verify with CIC before they employ a student worker when 9 starts the SIN??
