Migrating from USA to Canada...

Currently I am on L1 Visa in the United states. I am not US citizen or Green Card holder. My nationality is India. Am I eligible to apply for skilled worker visa in Canada without travelling back to India? I mean should I apply for skilled worker visa from here? Am I eligible?

I have 5 years of experience in Mainframe application programming. Could anyone help me by a reply?

If you have not green card I could deduce that you will, or you are already out of legally status in the US. (Assuming that you have the 6 months permit as a visitor)

If I am correct, in order for you to apply for Canadian residency you might return to your home country since CIC demand that all the applicants have a legal status in the country if he/she is not citizen or resident.
