I also read similar news for these documents request, however I feel maybe this is because VO has some doubts regarding their education background. Anyway just a guess, hope soon our files will be moving.

Singapore is amongst the worst backlogged visa posts for those who applied between 27 February 2008 and 25 June 2010. Because CIC processes newer files first, each new file pushes you further down the queue. Thus, it is totally impossible to tell anyone who applied before 26 June 2010 when their file will be assessed.

Here are the figures. You can do the math. The annual FSW quota for Singapore is 1,700. As of last September 30th, Singapore had 1,807 such files, which means that they will not get to your file this year at all. Assuming they sometime finish all the newer files -- including those received after September 30th -- they will turn to your group, beginning with those filed first. Because you'd be amongst the last, they'd have to go through that entire group before getting to you. Your group consists of 4,239 applicants, or a three-year supply.

In the unfairCIC.com litigation, asking the Court to order CIC to assess the litigants' files, in answer to my request that specific dates be provided for litigants from various visa posts, including Singapore, here is the answer CIC gave.

"With respect to finalization. as per the information I proviided in my Further Affidavit, it is not possible for the Department to project the finalization of individual cases due to
multiple complex factors."

This litigation, including 819 litigants, will be argued in the Federal Court on June 5th.

Can I know when your file got to Singapore/ from when you're seeing RBVO status.
Both of them were Jan 2011 applicants, but Singapore got their application in March 2011.
And now their status shows, 'we started processing your application on March 2012....'
So I think it has something to do with when Singapore received your file, maybe that date is important.
