I sent an enquiry in october 2011 and the reply is really disappointing, according to their email, now MI-3 applicants are in priority, although they share the same NOC as MI-2 applicants. To me, it has no logic at all, and it follows the "last come first serve" way, this really makes me upset.

Here is the disturbing part from their reply:

Processing priority is now being given to Skilled Worker applications that meet new eligibility criteria in a third set of Ministerial Instructions (from July 1, 2011). Details are available on the CIC website. Because they reflect Canada's current labour market needs, Skilled Worker applications under this most recent set of instructions are put into process on a priority basis as soon as the applications are received.

But again, it seems simple logic cannot explain how VO works. BTW, anyone knows how to post table file or picture? thanks!

It would allow new rules set out in Ministerial Instructions to apply to people who have already submitted an application. For example, instructions could place a priority on a specific occupation, such as doctors, and have existing applications from doctors processed first, regardless of where they are in the queue. -----MEANING NO QUEQUE IS NEEDED, VO CAN DECIDE WHO GOES FIRST! :mad:

A similar change would allow new regulations, once approved, to apply retrospectively to people who have already submitted an application.

SO THEY CAN SIMPLY CUT WHOEVER THEY DO NOT WANT! :mad:

CIC could not do any thing if they have visa office like Singapore .It is really surprising that what they are doing now . it seems that they just open and close our file nothing else . Actually they are the person who realize the moral lessons of Turtles and rabbit properly

SGVO has a huge backlog. In all these years, SGVO received a large amount of applicants, yet the visa target is not given accordingly, hence applicants suffer. For example, Beijing VO, they have finished almost all 626 and 71 applicants.
