I want to share some news...
We received 'Decision Made' yesterday for the Principal applicant.
Our timeline -
PA (Cuba) / Application Received: June 18, 2019 / Biometrics: August 13, 2019 / Began processing in Mexico: December 23, 2019 / Medical Request: February 02, 2020 / Pre-arrival: June 20, 2020 / Decision Made: July 13, 2020.

I continue to pray for everyone waiting, especially those from 2018.
I have documented my entire experience and I am working on summarizing evidence-based information on the unfair and improper practices happening in Mexico for communication to various bodies.
This process shouldn't be like it has been for us processed out of Mexico.

In the meantime I send you all extra courage, strength and love!

For those of you with painfully delayed files...some insight that my MPs office got today. It's amazing what they still learn after 20 phone calls (like - why aren't these things mentioned before??) but this may help understand the "bring forward" date on your file.
The awesome admin at my MPs office (she's great - Calgary Heritage) talked to one of the 12 Immigration Officers responsible for ALL of family sponsorship in Canada (And I think there are several vacancies in that position right now). This is through the back channels that the MP's office has access to. Here is an email excerpt:

He also provided a little more insight into the process. This particular IRCC officer was assigned to work in a Visa office in New Delhi. He had anywhere from 150 – 400 files he was working through at any given time.
In your particular case, your file has an Application Assignment Due Date of August 1st. This means that an officer will receive a message on the screen indicating that your file is due for a review. It will then be added to the bottom of their list. They will have to work through the list until yours comes to the top. I always thought that they would go into the file on August 1st and do what was needed to advance the file. However, now that he has set me straight on that, I understand why they tell us to wait some time before getting another update as it could take a little bit longer and will depend on the number of files that are ahead of yours. Unfortunately, we have no way of knowing this. Suffice to say, he indicated that we should give them until the end of August to do what is needed to be done and check back with them in September.

Gahhhhhhh - but I do understand this a bit better now. I hope this helps some folks. She also said that my file will be put in for review regarding whether an interview is really necessary. Thank God.
