Your posts are confusing me! Did you apply inland or outland??? If it's an outland application How you get the federal police certificate (constancia de antecedentes registrales) without getting AOR?
AOR is a letter send by the embassy in Mexico city. Normally you will get an email first just letting you know that they received your application and are working on it, also they will tell you that a letter has been sent by regular mail to your address, If you don't get the letter after 60 days you should contact the embassy to get a new copy. In the letter (AOR) you will be ask to submit Police Clearance from the countries where you have lived since you were 18 year old. You will need to get a Federal Police certificate from the PGR in Mexico city, to do that the embassy will send a request to the PGR in your AOR. YOU NEED THIS LETTER TO GET THE FEDERAL POLICE CERTIFICATE or "Constancia de antecedentes Registrales".
I don't understand how you already submit everything, maybe you are misunderstanding the State police certificate from your city, they're not the same. You also are asking If there are more steps before getting the PPR. Well maybe, it all depends on how strong is your application. Average processing time is 6 months after getting the AOR for COMPLETE and STRONG applications, If you send everything maybe you will get your PPR soon but If you need an FBI clearance and you haven't done it I don't think you will get a PPR until you send the requested documents. Also you could be called for an interview or to submit more evidence of your relationship.
At this point nobody can tell you when you PPR will come, after the transfer of your application to Mexico comes the AOR and the requested documents, maybe your case is different.
If you want to go ahead and get everything ready before they ask, you should read all this thread from the beginning to the end there's a good info about getting the FBI certificate and also de "Constancia", If you feel lost and don't know where to run My BEST advise is to wait for your AOR and follow step by step as the embassy is requesting.
Please let me know If I misunderstood your posts, maybe you have everything fine or you got an inland application.
Sorry I forgot you're asking about paying the landing fee, If you haven't paid the fee you need to wait for the embassy to ask for it, I guess you can't have a PPR without paying this.
