At first I did not realize it, because it was at the end of the notes and it was created on 2020/04/23 and it says PA in queue for an interview by refuge and then all the information about my husband's refuge comes out, it ends with that we have no dependents and the province where we are going. I hope this is a mistake because I have looked for the interview reasons and I have never seen one for a refugee case, all that I have seen are due to age differences, fast marriages, PA dependents, or simply things about the relationship.Told you .... gosh it's been so long so they spit out the reason !

How is that written that you are on queue ??
My application was transferred in August and in September I received AOR2, my application was reviewed a last month, so it took them 6 months to open it. Im dec 2018 applicantI asked for an update on our file last week from the Mexico VO office. We got AOR2 November 27 2019 and then silence. I was advised that our file in queue waiting to be reviewed by an Immigration Officer. I appreciate that COVID-19 will delay things but to know that the files hasn't even been looked at yet was discouraging. I assume that there is no benefit to order our notes at this point as the notes are not likely to provide any further information.

My conclusion is that your theory is true, they only try to delay the applications so that it reaches 2 years of marriage, when they are newly married.
But my question is, it is necessary to make someone wait 17 months to know that they will have an interview, it is stupid and inhuman. If I do not ask for the notes, I do not even know that I am waiting for an interview, it has been a month since the date that was created and they have not even notified.

Yes also if you don't ask for any you won't have news until the date is decided.

Another tough event , today is my wife's bday and i can only wish her by online , never been able to be there at the timing or her bday is seriously frustrating. *sigh* may this thing ends , i'm really tired of all this.
And is the first real time i can't even send a thing to her at that date... not even a parcel , never gonna be delivered there from Intl during covid.

2- If we have notes that says an interview is required , now that we have the provincial agreement. (we have overcome CSQ, which was their requirement)

What it says "requires review" does not mean it is an interview, it is just a term used by the officers in the notes, so don't worry about it.

It is not because it is discouraging but in Facebook group there are so many people from 2018 who have had the csq since Nov 2019 and even Mexico has not finished processing the application.
