I know that for a mexican police certificate I had to submit my application with a letter explaining that I need instructions from the IRCC (ex. I am applying from a country that requires an official request letter from Immigration Refugees and Citizenship Canada to get a police certificate.) I submitted my application on June 25th, and received my AOR. I am currently in Toronto waiting to get a letter from IRCC to get my the process to get the pcc started. It´s been 3 weeks and nothing. Anybody know if it´s supposed to take this long to get the letter from IRCC?

There is a form available on the IRCC site. I don't think IRCC actually issues formal requests.

I´ve never seen that. I was told that IRCC would contact me. This is what I saw on the website "Do I need to provide a police certificate with my application? No. We’ll send you a letter requesting a police certificate after you send your application for permanent residence or citizenship. I think I do have to wait for IRCC to issue a formal request.
Ooooh, I thought you'd been asked to produce a PCC but were from a country that required a 'demand' letter. You've been waiting only 3 weeks? Pfffff. Settle in.
I applied for PR in October 2019, and received the request just last week.. just so that you get an idea of how long the wait is (this is for family sponsorship)

Estoy seguro que estaras celebrando el ano nuevo antes de recibir este request de IRCC.
With all the delays caused by COVID-19 you should be prepared to wait for much longer than 6 months. Hopefully it will not come to that, but significant delays should be expected. That is why IRCC is not even providing estimated processing times anymore, at least for now.
