Mexican Visitors to Canada Beginning December 1 - eTA Question

I read that beginning on December 1, eTAs will only be issued to Mexicans who are U.S. permanent residents, so the only Mexican visitors allowed in Canada beginning December 1 will be those who are also permanent residents of the U.S. Is this true? My brother-in-law from Mexico has expressed interest in visiting Canada when the visa restriction is eliminated on December 1, but he's not a U.S. permanent resident.

Not sure where you read that. Sounds like you're looking at the current rather than future rules. See CIC web site:

That link doesn't really answer my question. My brother-in-law is not a permanent resident of the U.S. Can he visit Canada beginning on December 1? If he tries applying for an eTA now, it says "Not eTA-eligible".

That source is wrong.

It is too early for Mexican eTA applications. Try in a few months.

I assume he can try again beginning on December 1. So, I'm still not clear here. On December 1, will the only Mexicans allowed to visit Canada be ones who are U.S. permanent residents or all Mexicans?

Wow. Getting an answer around here is like pulling teeth. I've already scoured Google. The information isn't clear. Can someone just tell me if my Mexican brother-in-law will be able to visit Canada beginning on December 1 despite not having permanent residence status in the U.S.? The links say nothing about whether Mexicans not holding U.S. permanent residence will be allowed to visit Canada beginning December 1.

Starting December 1, 2016, Mexican citizens will need an Electronic Travel Authorization (eTA) to travel to or transit through Canada. Citizens from all visa-exempt countries need an eTA.

The info is quite clear... that is the official info...

If you need specific confirmation on "US permanent residency" then you will have to ask the source where you read it. Maybe they know more.

I know an eTA is needed, but the question is, on December 1, will they only issue eTAs to Mexicans who are already permanent residents of the U.S.?

I've done that, and it says "Not eTA-eligible." I understand what these other posters have said, and believe me, I've scoured the Internet. The CIC website is pretty clear.... and it confirms exactly what all the posters have stated in this thread.

1. Can you tell us what options you selected for the link that I had posted earlier.... for you to get a 'Not eTA eligible' result?

I had selected exactly what I stated in my previous post. And I got eTA for a Mexican passport holder who does NOT have a US Green Card.


2. Please post the links/source of information which state that ONLY Mexican citizens who have US Green Card are eligible for eTAs from December 1

That still doesn't say if Mexican citizens who aren't U.S. permanent residents can visit Canada on December 1, and most important, there's nothing written anywhere assuring anyone that Mexicans applying for eTAs will be approved. If I'm getting "Not eTA-eligible," that can't be a good sign.

Click "apply for an eTA." Select "Mexico." Select "no" to the question "Are you a lawful permanent resident of the United States with a valid alien registration card (Green Card)?" Click "next." The result? "Not eTA-eligible"
