Mexican sponsored family member PCC and fingerprint

Hello folks,
I'm sponsoring my husband inland and we submitted our file in Jan 28. We received AOR and were instructed about the background check.
My husband has a daughter (18 years old) with his ex wife, not accompanying. She is in Mexico and has to collect her fingerprint for PCC. But the officer in VAC in Mexico refuse to do hers because she didn't bring a letter that indicate she is applying for a visa. She is not applying anything so she didn't receive a separate letter with her name on it. She just brought the same letter that my husband submitted for his PCC.
I'm looking for someone who is in the similar situation to get information how she can get her fingerprint collection and PCC.
We have a lawyer but he doesn't know how to do it. He just requested extension for this delay... what should we do?

she would need to go to a local police station to have them donce.VAC is only for people applying for visas,so they won't do it without the requiered docs pertaining to the visa

Do you know, by any chance, what she needs to show the police officer to get her fingerprint?
