Hello.. I'm 2014 year BTech passed out. Age 29.
CGPA is 7.34 in Applied Electronics and Instrumentation.
Have 2.2 years of experience in IT as Programmer Analyst.
IELTS is 6.5 overall.

Have applied for MEng ECE at UVic for Sept intake 2021.But I haven't received an acceptance from a potential supervisor for my project. The application status is Under Review by Department. Soon I may get a rejection, most probably.
So I have emailed them to consider my application for next Jan intake.

Any chances for getting an acceptance letter for this graduate program?

Maybe you need to spend time on how to approach professors to work under them. I am not in a research program but I am sure you still require some soft skills and be sociable in order for them to like you so that they want to you you as a PhD student. Maybe watch some youtube videos?

Did the Supervisor indicate that they are willing to supervise you prior to you applying? If you haven't gotten a response from a potential supervisor by now (for Fall) chances are you will be refused. Sorry.

No I have not received a positive response from any of the professors

Don't they have only September intake? and professor is required, you sure?

In that case you should expect a rejection. Since you have requested that they move your application to Jan prior to you getting your admission decision, perhaps they would do that. Winter is such a small intake cycle though so don't expect much especially as you don't even have supervisor approval.
Consider applying for a course-based program. Getting a supervisor in Engineering at uVic is damn near impossible. Look into their MASc program instead. I recently got admissions into their MTIS and MADS courses after being rejected from their CS research program due to not getting a supervisor. All the best!

Do they accept students who have below 3 CGPA into MTIS program? does the work experience compensate for the low CGPA? or certifications like CCNA and CCNP for MTIS?

I think you need a minimum of 3.2 GPA. Not sure if they accept work experience in lieu of required GPA. I am actually not going there as I already decided to go somewhere else for other reason..

Can you suggest good programs with a low gpa in engineering? computer, telecoms related programs for Jan/May intake.

It's a very good program at a good school with low cost. The competition will be very high. Even minimum criteria won't be enough. If you are below that then chances are they will not even look at the rest of your application.
