We all wish that was the case but NO. At a minimum, You must be eligible for Citizenship the day you sign your application but I recommend a buffer of a week (that is if you are eligible on Oct 1/2014, perhaps, signing and sending your application On Oct 7 would be a good idea)....

Good advice, ALWAYS keep a buffer. I know someone who counted the exact number of days and submitted the application, but was returned because he somehow forgot to add some days he went on vacation. I would keep about a month in between.

Subject to prevail present law. Keep eye on new citizenship law bill C-24. Oct might fall under the new rule..

Yes you can apply now then once everything is set, put that package under the pillow. Sometime in October send it using the most fastest courier e.g xpresspost/fedex/Purolator etc,they will have it hopefully the same month of October as per your wish. Hope that helps.
