My brother in UK submitted my passports on my behalf and at time of submitting they lady who recieved the passports returned the authority letter as it was not required at that time. At the time of collection She asked for his ID, Original reciept and accepted "Authorize to represnt Form" as authority letter.

There is no form like that.
You just need to type a letter and authorise the person who will be representing you and get it notarised if possible.

Then in Jan 2011 I faxed the letter requesting for status update to CSIS waiting for the reply from them so until I get a response from either of them I can't move forward. Do you think we have to request a case update again from CIC?

is the CAIPS note u shared is the latest?? coz in tht med received is not noted but since u didnt receive any 2nd med ur 1st medical is passed. rest all is very clear , rgd eligibility its pass. (SELDEC4), so plzz order a new CAIPS so we can check whts status

Ya it is the recent CAIPS notes i received back in Nov 2010. along with the CAIPS following below is the note sent to me by the consultant;

Please note that we have now received your CAIPS notes. Please find them attached for your review. Please note that it appears the visa officer has awarded you 72 points on your application. Unfortunately it does not appear as though your CAIPS notes offer any insight into your background checks.

Please note that the delay in back below round checks is dependant on a lot of factors. The CSIS receives almost 20,000 requests for background checks and that may cause future delays in your file. The delay, though not unusual, is dependant on how cooperative government officials from all the countries that you have lived in are to the CSIS' requests for your background checks. Unfortunately, neither the Canadian Consulate or ourselves have any jurisdiction over these background checks. Please be advised that specific details of the background check process are exempt from public access. The Visa Office will NOT release any information or refer either the applicant or the representative to the agencies that assist with the security or criminality screening of applications. Additionally, we cannot estimate a processing time for you as background checks are well within the rights of the visa office to determine if necessary and the time it will take to complete itself may go beyond normal processing procedure. We cannot therefore provide a timeframe as to when the background check will complete itself. I understand that this is a frustrating wait time; however, as mentioned not much can be done at this time as it is dependant on the cooperation of the governments of the past countries you have lived in.
