Do students go for medicals prior to submitting visa application in India. If Yes,how do I know which hospital and what medicals tests to be undergone?

Yes they do and for hospitals and doctors list along with their appointment no. is given on internet as a word file you can google it.

You need to book an appointment with the hospital in panel of CIC in your area and then take LOA and passport
on the given date. About medical test hospital knows about which one to take. I have a list but can't find the
option to attach here or you can google as advised above by Paras. I got mine done at Max Hospital Delhi and it cost me approx 4900 rupees.

What is LOA? Is it letter from university? the list of hospitals is available on CIC?

Will CIC come back with strange questions such as, "why did you take your tests when we did not inform you?", and henceforth you have to take tit again?

LOA : Letter of Acceptance/Offer from the University. If you tell me your city I will copy/paste from the file here.
CIC has no issues. Your medical is valid for 1 year.
PS : List I have is for India.
