I am not a guru, nor a visa officer....I say what i read and what is happening consistently to all the application..
I repeat again, I am 100% sure that our bakground and criminal checks are done....it is done in a stage when it says "we have started procesing ur application on XXXXXX".....thats when all the crap is done...requesting additional documents...
this line does not show up in my e-CAS, we all know e-CAS is never reliable...
but u will never see "medicals have been recived" above "we have started processing ur application on XXXXX"....
mediicals are always on the last line...

BUT Sam1986, you need to look at a whole picture to have realistic thoughts. To assure your statement, you need to come up with both "experience" and "theory".
For "experience" part, you are right, many people received PPR shortly after Medical results is updated on ECAS. But like I said a friend of mine in Edmonton, PNPer, sent app in May, now also has his status updated to Medical received on ECAS, even though his case is still pending for Police check from his original country. Don't you think his background check was completed without that Police clearance certificate just because he got the status updated on ECAS? I don't think so. Visa Office is now under a new system called GCMS, they may do things differently now. Medical received status could mean, yes it is at final stage as we all hope, but could also mean simply what it reads - that they have received and updated our medicals, that's it. Again, nobody knows for sure, so please don't affirm something 100% sure. Being optimistic is good, but dont become over confident.
For the "theory" part, there is no document I am aware of that tell us how Visa Office process PR cases. Each Visa Office is different. In Asia, the medical request is the final step before a visa issuance. But at Buffalo, medical request is only somewhere in the middle, if not the beginning of the process (recent trend). We do not have any operational manual handy to prove our points so in theory, none of us know how Buffalo works.
Last point, I want you guys to look at this person's PR timeline. He has the same applicant sent date as myself, and 25 days after Medical sent, he got PPR. Case finalized in less than 6 months. What can you say about this? For me, I now believe Buffalo doesn't follow any order in which applications are received.
