If this is for a spouse/common-law partner or children, then no. The only medical conditions that can keep one of those from getting PR is if they are a danger to public health. So for example, an active case of tuberculosis would keep a person from getting a visa. But once that condition is cured, then they can retake the medical and get the visa.

If it's for another member of the family class (parent, sibling, ...) then it's possible. It depends on how much the treatment costs, I don't know the details of the condition you listed.

my Father has this type of sickness and he has to go through treatments twice a year. You think it can prevent from starting his application in future?

If you are sponsoring your husband, then he will not be refused because of diabetes.

The doctor doing the medical will have to be told. Don't worry, though - they won't refuse a sponsored spouse because of diabetes.

The main tests are a chest X-ray and a blood test - they test for HIV. The doctor will also ask questions about your health.
Sponsored spouses and partners are medically exempt, which means they can have a medical condition and still be accepted. So diabetes and heart disease will not get your spouse refused.

For spousal sponsorships the only medical grounds for denial is if they pose a danger to public health. This would be some dangerous diseases that is highly contagious, which obviously does not apply to heart disease or diabetes. :)
