The name thing shouldn't be an issue, except that it increases the odds of one of your names getting a "hit" in police databases. In that case they'll ask for an RCMP clearance. (They asked me, because I have the same name as someone who robbed a store in New Brunswick.)

but i was only a teenager when my name was changed and i am gonna attach rcmp certificate anyways in the first place. i thought it was mandatory too...

If you meant the reason for the new process, CIC's own letters say they are sending medical requests earlier to speed up processing. The letter I received with my (pre-IA) medical request said:

"Enclosed you will find instructions for a medical examination. These are being issued at this time in order to expedite the processing of your application. They are issued 'at own risk', in the sense that you will not be reimbursed for expenses if later your application should be withdrawn or refused."

Ok, so you are saying we can order some kind of process criteria from CIC that will explain all the steps they have taken to porcess our application like internal processing steps and we have an deep insight o our cases and know well what exactly is going on?

Police certificates are mandatory for all countries you've lived in for 6+ months since turning 18, except Canada. CIC runs an RCMP "name check" on you, and if that comes up empty they probably won't ask for an RCMP certificate. ("Probably", because there are people who swear their name is so rare that they couldn't possibly have a name match, but were still asked for RCMP fingerprints.)

You can order your CAIPS file, which has your file's current status and everything the staff at the VO are entering about your case.

Here's a brief condensed excerpt from mine:

I should add that my CAIPS file had a lot of information because I ordered it near the end of the process (I actually got my passport request the day after the file came back). If you're around the AOR stage there probably won't be much there. However, it can still be useful. If I had ordered CAIPS when I got my AOR, I would have known they wanted RCMP fingerprints right away, instead of 2+ months later. The file says they requested RCMP fingerprints in March, when they sent my AOR, but I never got anything until June.

Would it be easy to get a UK certificate? I mean dont have the rental receipts there anymore to prove my address there...But i do have a uk visa and the certificates that shows that i have completed my studies there.

To icecool2...I had to get a UK police certificate since I studied there for a year. It is pretty easy to get actually. You go to the UK police website and u will see the forms u need to sign. Just print it off, fill it in and mail it. I think its 35 pounds for 10 days and 75 pounds for 2 days. It took me about 2 weeks to receive it
