Medical reports is missing for my Family Members

I applied under Provincial Nominee/SINP OID (Paper based application)
My paper application received 29 July -
received AOR 8 Nov

Today cic asked me to do the medical examination within 30 days,
but unfortunately the attached "CLIENT BIODATA AND SUMMARY" form (IMM1017) is for the principal applicant only - the Family Members (spouse + dependant childs )forms is missing .
Thus, I will not be able to do the medical examination for them untill i gut their forms !!
i send Case Special inquiry - but i afraid it will take so long to answer
any one

Also MyCIC account is paused - No new messages appears and it always give me message "status is unavalibale" on 'Chech status and messages' screen thus i can't event check the My messages from the profile

all forms should be in single PDF
or there's pdf for each member?

I send to my office to inquiry about the missing forms - but it will take time to response

Now to save the time, could I do the Medical Examination and send 'Upfront Medical Report' to my officer??
I know that the guys in express entry doing that. could I do that although I am paper based application ??
according to this link - the paper based applications could do the "Upfront Medical Report" and send it with the application - but what about send it as update ?? http://www.cic.gc.ca/english/information/medical/medexams-perm.asp

I had sent Email to my LV to ask him to complete the missing IMM1710 forms for my spouse and kids - but no response since 8 December till now
Any way I called the doctor and described the situation to him ,
He told me that's OK and I can do the medical exam for me and my family and he will create IME throw his EMedical application

what's your opinion ?? should I wait for the missing forms again or go throw it such as the doctor said ?
