We are sponsoring a family member as a private refugee (group of 5) to Canada and they are unable to do the medical exam for their children who are non-accompanying minors. The mother refuses to travel with the children to have it done. Due to custody issues he will most likely never be able to bring them to Canada. What is the best option for this scenario?
 
Ask a lawyer. What “best option” are you looking for? If kids don’t take medical then they can never be sponsored.

Canada is typically very reluctant to not include dependent children. You will have to prove that you have done everything possible to get children to do the medical and should prove that mother has sole custody.
