Medical examination and Processing Inquiry

Hello everyone again!! Since my last post was confusing, I will repost it again.

My mom applied for PR since May 26, 2010 under Live-in caregiver program. I am her dependent but due to some health reason, he decided to forego his plan to come to Canada. Last month, I've already underwent medical examination. And later my father received also a letter requiring him to undergo medical examination. My mother also received an email from the embassy requiring additional documents and payment for PR. Out of confusion, I went twice to the Canadian Embassy here in the Philippines to seek for assistance and help regarding this matter. And according to them, if my father is not capable of traveling from province to Manila to undergo a medical examination, we have to write a letter refusing to undergo a medical exam for health reason and attached to it is the medical exam request from the embassy. And they also told me that I do not have to worry because my application will not be affected because we have individual application and I asked them also if We need to still pass some requirements of my father like NBI Clearance, Birth certificate, Passport, and other CIC forms. She said that we do not have to pass it because he is not going to Canada.



My questions are:
1.Is it okay that my father will not undergo medical exam and not aubmit his requirements?
2.Do I need not to worry on the process of our application?
3.After I underwent medical examination and passed additional requirements, how long will it takes to the embassy to require my passport? I underwent medical examination last Feb.3, 2014 How many months will I wait to have my passport required? Visa Approval?

My father is the one who decides to forego his plan to come in Canada. Sorry I forgot this information. Please based on my first 3 sentences thank you!

Ok this is what it says on my document checklist:

NON-ACCOMPANYING FAMILY MEMBERS DECLARATION
If you have family members who do not intend to emigrate to Canada with you, you must submit a
notarized statutory declaration with your application which:
• identifies these family members and their relationship to you;
• states your intention to proceed to Canada without them; and
• indicates whether or not you wish these persons to retain eligibility to be sponsored by you once
you have settled in Canada.
Note: Non-accompanying family members are still required to successfully meet immigration
medical and security standards at the same time as you. They will retain eligibility to be sponsored
by you as a member of the Family Class once you have settled in Canada for as long as they are
your:
• spouse,
• common-law partner, or
• dependent children
as defined in the Immigration and Refugee Protection Act and Regulations.
If you have non-accompanying family members who are either a spouse from whom you are legally
separated or your children who are not in your legal custody, it is not necessary for them to be
examined. However, if they are not examined at the time of your application, you will not be
able to sponsor them at any time in the future.

This means if your father refuses a medical exam now, He will not be able to be sponsored to immigrate to Canada at a later time.

As long as your father gives the letter saying he won't come to Canada, it won't further delay your application.

It is hard to say how long until they will ask for your passport, always a lot of waiting. It usually takes months between steps. If the medical was the last step hopefully you can come to Canada in the summer! Much nicer to get here when it is warm weather.
