Hi, My parent was granted 10 year multiple entry visa, before I became PR. and they entered Canada in August last year, I applied for an extension for him in Jan, 2021 since he was excepted to stay for more than 6 month, and I believe he will be in implied status while application is still pending. He has left Canada recently and now I received an update for that application that require him perform a medical exam.

So my question is.
1.Can he entry into Canada without the medical exam, if yes, for how long? (medical exam is quiet expensive)
2.What's my best course of action if I expect him to visit Canada again in 2022 for another 6 month, should I apply for super visa?

If he stayed past the end of his 6 month stay he must do the medical. You should have withdrawn his extension application when he left Canada. All you can ask if not doing the medical is possible since he has already left. Given that he took advantage of extra time in Canada having to do the medical would be justified. If you just ignore the issue you may have problems getting an extension in the future.

This letter is not valid for travel and is not a permit allowing you to remain in Canada

Yes if he stayed past the expiry date of his original 6 months. The approval to remain past that part was dependent on doing the medical. You can certainly ask if there is a way for you to not do the medical but no guarantees. You would really withdraw an application for an extension as soon as a person leaves.
