Medical Exam, Purpose of travel and proof of Relationship

I'm applying visitor visa for my mother (from Lahore, Pakistan) to visit her cousin. Her visiting duration would be less than 6 months.
1. She doesn't require a medial exam as mentioned in the documents submission details. So what should I submit at the option of upfront medical exam document submission option when it is not required?
2. In option of purpose of travel, its mentioned to submit scan copy of ticket departing towards Canada. Right now she doesn't have the visitor visa of canada so how am I suppose to buy a ticket and submit its scanned copy on 'Purpose of Travel' option. Does submitting only Travel Itinerary work as submission or do I have to buy a ticket to Canada ?
3. Main purpose of visit is to meet cousin and her family in canada. In what way should I submit proof of relationship with my cousin?

1. It may be decided whether she needs a medical. You’ll have to wait and see if one is requested.

2. You should show proof of itinerary don’t buy tickets in advance.

1. Explained.
2. Explained. In addition just get tickets online without paying money, you can book ticket online with 0 payment & show it as your tentative date of departing Canada.
3. You can write this in the letter of explanation that your mom is visiting her cousin, explain how they both are related, include some correspondence like their birth certificates or their grandparent's relation and pictures (family ones if possible). If they are organizing a some family get together then probably the best bet would be to get a letter from them stating the purpose they are inviting you.

It's clearly mentioned in the details that staying for less than 6 months doesn't generally require a medical exam, therefore I'm confused what document to submit at the option of "Proof of medical exam".

For Tourist Visa less than 6 months, no medical is required.
For Super Visa, medical is required.

Did you created online application & getting the Option of "Proof of medical exam". If so, you may have opted for stay more than 6 months. Else that would be a weird thing. Try start a new application & I believe you shall not get that option.

I have filled the application with full concentration and have selected visitor visa with staying period of less than six months, anyways would it work if I submit an application (in place of medical exam submission) stating that the person applying is staying for less than six months (half month to be very precise) or it will be rejected this way. Please help me out in this, I don't want any delays or rejection therefore I'm trying to submit each document correctly.

That is a weird thing, probably report it to the IRCC.

Who needs a medical exam
If you plan to stay for 6 months or less
You generally don’t need a medical exam, unless you plan to work in certain jobs.

Did you try recreating the application from scratch?
