Do I need to do medical check up and biometric again if I reapply the visa? the gap between two applications is just three weeks.
 
Not sure about biometrics, but no need for medical check again. As far as I know, validity of medical check is twelve months.
You'd better surf in CIC web-site for that.

How do i surf CIC for med result? sorry for this silly question. I am pretty new here and plus I am extremely sad for my situation.

Visit following link, and section "validity", it says medical exam results are valid for 12 months:

Thank you very much. I am scared that I couldn't catch the registration time. I need to start in September 1st at UBCO for PhD program. Is it possible to defer to next semester in case I am late to get study permit?
 
Yes they may! With the permission of the professor ofcourse who will be your supervisor. Many universities do list this as one of their FAQs. Contact your grad coordinator and let her know if you are suspecting further delay.
