Hello,
Is there a way one parent (or both) would self involve a child health specialist or a family social assistant / therapist or mediator in order to assist both parents in the care of their Child and to ensure via external involvement that the Child would grow in optimal conditions, mentally and physically. This means that the parent is raising a hand to seek help to get adequate assistance for the sake of the Child welfare and to make sure adequate safeguards will be put in place to prevent any consequences adversely affecting the Child which may arise for example from parent dysfunctional relationship, unresolvable conflicts, one parent or both parents failure to fulfill their duty of care to the best of their capability or literally parents not qualified to educate and protect their Child.
Is there such service provided by government? where to start? what possible drawbacks?

After doing some research, I have noted that there are services provided for separated spouses. But presently spouses are not separated.
Otherwise, I have noted that there are child protection directorate, but the question here is more how to assist parents proactively and help them - via counseling, mediation, education - ensure they offer the proper familial environment and conditions for the growth of their child.
It is more of setting up a framework with help of specialist and educator to keep things going more or less on the 'right track'.

It is more of setting up a framework with help of specialist and educator to keep things going more or less on the 'right track'.
Just want to bring out that "child protection" most of the time is to protect the child from abusive parent(s). It's not for therapy or treatment of mental or physcial health.

Yes you can pay for family counselling even if you are divorced to help mediate any conflicts you may have when raising your child. These aren’t free services unless there is risk of harm to the child and classes are held while the child remain’s in custody of the state (Foster care). If there are risks to the child safety then authorities are involved and the child may be removed from either or both parents.
