ok so i am canadian sponsering my wife to come to canada
i have downloaded all the forms

are the Part 2: Immigration forms
Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada [IMM 3999]

for me to fill out or my wife to fill?

This is the first challenge to get your head around
Everything included in the sponsorship pack is for the sponsor to complete - you are the sponsor. IMM 3999 is "Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada" - you are doing the sponsorship.

Everything in the applicants pack is for your wife to complete. She is the applicant.

You can certainly help each other complete the forms, and couples usually work together on the relationship evidence, but keep that distinction between sponsor and applicant firmly in mind and you can't go wrong.

Everything that's under "Part 1: Sponsorship forms" must be filled out by the sponsor - that's you.
Everything that's under "Part 2: Immigration forms" must be filled out by the principal applicant - that's your wife

Please read carefully the guides provided at that same link, [IMM 3900] and [IMM 3999] - a lot of your questions are answered there.
