As you mentioned if the universities are registered and you get eligble you will get the work permit. For duration it's the amount of time you studied over 8 months and less than 3 years. So for a 14 months fulltime course, you will get a 14 months work permit. It's usually a year, 2 to 3 semesters, not sure how you're falling under 14 months!?
Just remember PGWP is issued once in your life time in Canada, meaning if you decide to go back to university after your PGWP, you will not be eligble for another work permit.
